Freedom of Information
In accordance with Executive Order No. 2, s. 2016, also known as the Operationalizing in the Executive Branch the People’s Constitutional Right to Information and the State Policies to Full Public Disclosure and Transparency in the Public Service and Providing Guidelines Therefor, every Filipino shall have access to information, official records, public records, and to documents and papers pertaining to official acts, transactions or decisions, as well as to government research data used as basis for policy documents (Section 3, EO No. 2, s. 2016). While providing access to information, offices are responsible of upholding the Protection of Privacy pursuant to Section 7 of the Order.
For the implementation of the Order, the Freedom of Information (FOI) Manual provides guidance in reference to the standard procedure and forms for the public to access information, public records, and official records (Section 8, EO No. 2, s. 2016)
PURPOSE OF THE FREEDOM OF INFORMATION (FOI) MANUAL
The purpose of the People’s Freedom of Information (FOI) Manual is to establish a standard procedure and provide reference material to the public as well as the staff and personnel of the Early Childhood Care and Development (ECCD) Council on the processing of requests for information/data.
Protection of Privacy:
While providing access to information, the Early Childhood Care and Development (ECCD) Council shall afford full protection to a person’s right to privacy, as follows:
- The ECCD Council shall ensure that personal information, particularly sensitive personal information, in its custody or under its control is disclosed only as permitted by existing laws;
- The ECCD Council shall protect personal information in its custody or under its control by making reasonable security arrangements against unauthorized access, leaks, or premature disclosure;
- The responding officer or employee or official who has access, whether authorized or unauthorized, to personal information in the custody of the ECCD Council, shall not disclose that information except as authorized by existing laws.

Fill up the request form and submit it to [email protected]. Make sure that all fields are filled up, and describe in detail the document you wish to access. Provide a scanned or photocopy of at-least one valid government-issued picture ID as proof of your identity. The standard processing time is fifteen (15) working days. However, depending on the complexity of document/record being requested, the ECCD Council may need an extension. The requestor will be informed accordingly. The extension shall not be longer than 20 working days.
The requesting party shall not be charged any fees for submitting requests to access information.

Information, official records, public records, and documents and papers pertaining to official acts, transactions, or decisions – as well as to government research, data used as basis for policy development.
The requesting party will receive a response either granting or denying the request. If the request is granted, you can expect to receive the documents as an attachment through the eFOI portal, email, or be requested to collect the documents at the ECCD Council office. If the request is denied, the RO will respond and give an explanation or refer the requestor to the appropriate agency.
Any Filipino citizen can make an FOI Request. Requestors are required to present proof of identification.
