Human Resource Development (HRD) Programs

The Human Resource Development (HRD) Programs are dedicated to the systematic upgrading and updating of ECCD service providers’ capabilities to comply with quality standards for various ECCD programs. Using a comprehensive approach, HRD Programs include opportunities to enroll in educational programs through on-site and distance learning methods, as well as pre-service and in-service training, that ensure ECCD service providers are equipped and capacitated with the necessary knowledge and skills. This commitment extends to supporting continuing education programs, guaranteeing that ECCD service providers are updated and prepared to implement and provide the best care and education to young Filipino children.

Induction Program

The Induction Program is a Local Government Unit (LGU) orientation activity that introduces Republic Act 10410 and the National Early Childhood Care and Development (ECCD) System. It likewise immerses ECCD service providers in a multi-sectoral participation and collaborative discussion on existing ECCD programs and services for children aged 0 to 4 years. By engaging stakeholders in the LGU, the Program aims to establish and strengthen the implementation of ECCD programs and services, and reactivate local ECCD Committees, towards the provision of the basic needs and promotion of optimum growth and development of children.  

Program Participants

  • ECCD Stakeholders such as the Local Chief Executive, Local Social Welfare and Development Officer, ECCD Focal Person, Local Health Officer, Local Nutrition Action Officer, Child Development Teacher/Workers, and other stakeholders who hold key roles and responsibilities in the implementation of ECCD programs at the local level

Program Delivery

  • Two-day in-person program with the transportation counterpart from participating LGUs or online sessions with accompanying instructional materials provided by the ECCD Council

Integration Program for New Child Development Teachers (CDTs)

The Integration Program serves as the primary pre-service training for newly hired Child Development Teachers (CDTs) in newly established NCDCs across the nation. This program equips CDTs with essential knowledge, skills, and resources for effective ECCD service delivery. Following the training, CDTs are well-prepared to commence interim activities in the operationalization of the NCDC.

Program Participants

Upon the establish of the NCDC, Local Chief Executives through the Local Social Welfare and Development Office recommends to the ECCD Council a designated Child Development Teacher to teach at the NCDC, ideally meeting the following qualifications:

  • Holds an item or a plantilla position in the LGU, with an interest in teaching children aged 0 to 4 years, or is currently a Child Development Worker considered for an item or plantilla position after training;
  • Possesses a Bachelor’s Degree in Education or related education field (Elementary or Secondary Education, Child Studies, Early Childhood Education); and
  • Demonstrates good physical and emotional health, with strong moral character.

Program Delivery

  • Seven-day in-person training or blended learning delivery with self-paced Learning modules supplemented with distance learning sessions by the ECCD Council

Early Childhood Education Program (ECEP)

The Early Childhood Education Program (ECEP) offers customized scholarship academic training in Early Childhood Education (ECE) through partnerships with Tertiary Education Institutions (TEIs) and State Universities and Colleges (SUCs). The ECCD Council provides this program to Child Development Teachers and Child Development Workers through the identification of Local Government Units. The aim of the program is to ensure that ECCD Service Providers have a solid foundation in ECE in the delivery of ECCD programs that meet national standards.

Program Participants

  • Child Development Teachers who have completed the Integration Program
  • Child Development Workers from identified centers for financial assistance, endorsed by the Local Chief Executive through the Local Social Welfare and Development Office

Program Delivery

  • Program delivery is determined by the agreement between the ECCD Council and partner TEI or SUC in consideration to participating CDTs and CDWs

Leading and Managing an Integrated ECCD Program (LMIEP)

The Leading and Managing an Integrated ECCD Program (LMIEP) is a three-phased program that capacitates Local Social Welfare and Development Officers and Local ECCD Focal Persons in the delivery of quality integrated ECCD services. It is delivered in partnership with Tertiary Education Institutes (TEIs) or State Universities and Colleges (SUCs) providing discussions and courses in management (or related fields). The Program aims for the assessment of existing ECCD programs and services, with the identification of potential areas of improvement in the context of local policies and administrative practice.

Program Participants

  • Local Social Welfare and Development Officers (LSWDOs) and/or Local ECCD Focal Person of the Local Government Unit

Program Delivery

  • The Program is delivered in three phases through a blended learning approach. Phase 1 and 3 are implemented in person, involving lectures, discussions, and workshops; Phase 2 is implemented through distance learning sessions conducted by the partner TEI or SUC.

Training of Trainers on ECCD in Emergencies (ECCDiE)

The Training of Trainers on ECCD in Emergencies (ECCDiE) is a program developed to capacitate ECCD service providers to integrate ECCD interventions in emergency response, particularly the Local Disaster Risk Reduction and Management Plan. Program discussions range from children’s rights to the Comprehensive Emergency Program for Children (CEPC) which are supported by workshops on situation and capacity assessment of LGUs. With the representation of the different sectors at the local level, participants develop an ECCD in Emergencies plan that addresses the needs of children aged 0 to 4 years, pregnant women, and lactating mothers.

Program Delivery

  • Three day in-person capacity building activity using the Training Module on Early Childhood Care and Development in Emergencies (ECCDiE) for 0 to 4 Years Old Filipino that follows the cascade model of provincial level trainers training city and municipal level trainers who capacitate barangay level officers

Training of Trainers on the System for Prevention, Early Identification, Referral, and Intervention of Delays, Disorders, and Disabilities in Early Childhood (PEIRIDDDEC)

The Training of Trainers on the System for Prevention, Early Identification, Referral, and Intervention of Delays, Disorders, and Disabilities in Early Childhood (PEIRIDDDEC)​ promotes inclusion in early childhood of 0 to 4-year-old Filipino children through the establishment and strengthening of the system. Core training teams are formed after the program, and take the lead in the establishment of a function system for PEIRIDDDEC and capacitate ECCD stakeholders and service providers in the LGU.

Training Delivery

The Program is implemented in the following three sets of three-day training sessions:

  • Training of Supervisors on the establishment of a functional LGU system
  • Training of Child Development Workers on the administration of the ECCD Checklist for early identification of delays to plan and implement interventions
  • Training of Community Helpers on the use of tools for prevention programs and services, early identification, and referral process

Capacity Building on the Home-based ECCD Program

The Capacity Building on the Home-based ECCD Program is designed to train Program Supervisors and Facilitators in the establishment of the Home-based ECCD Program using the Guidebook on Home-based ECCD Program. Through the provided Guidebook, Supervisors, Facilitators, and parents are introduced to their roles and responsibilities in the implementation of the program in the context of the Four Phases of the Home-based ECCD Model.
