Recognizing the need to safely reopen ECE services to mitigate further development and learning loss, the ECCD Council, with inputs from the Department of Health (DOH) and the Department of Interior and Local Government (DILG), released Advisory No. 8, Series of 2022, and The Guidelines for the Safe Reopening of ECE During the COVID-19 Pandemic to ensure that it is well-planned, adequately resourced, and coordinated among different stakeholders at national, sub-national, and local levels.
Goal:
Children 0-4 years old shall have access to quality in-person/face-to-face ECE service in a safe and conducive learning environment.
Objectives:
- Improve the capacity of LGUs, with focus on Municipality/City Local Government Units (M/CLGUs) in risk-informed planning, implementation, and monitoring of safe reopening of ECE;
- Uphold a safe learning environment in NCDCs/CDCs/PLCs and other ADM of ECE while children are enjoying and learning; and
- Strengthen the collaboration with clear responsibilities among different key stakeholders at the barangay, municipal/city, provincial and national levels.
The ECCD Council developed a Risk-Informed Plan Template and Monitoring & Evaluation Tools, and presented them during the conduct of the National Orientation on the Safe-Reopening of ECE on January 10 & 11, 2023. The template and tools can now be downloaded for use.
